Actually the DTAP/BSMAP dissector exists since years. What was added in r51040
is the ability to call it from SIP dissector.
As this dissector was not updated since a very long time, it is not surprising
to see some Information Elemets not properly dissected, or not dissected at
all. It would deserve a major update.
