Unfortunately this is a known and fairly fundamental architectural issue to do
with how Wireshark handles multiple occurrences of any protocol in a single
packet (in other words it's not specific to ISUP/SCTP/etc).

There is an existing bug open which this is effectively a duplicate of, but I
can't seem to find it at the moment. Hopefully somebody else will have an idea
where it is and can mark it as such.
