Small patch to packet-synphasor.c to allow dissector to be called by another
dissector (soon-to-be RTAC Serial). This required changing over dissector
registration and initialization functions to the equivalent 'new_' versions of
the old functions.
I have attached an example serial PCAP file that can currently be called using
user DLT 147 with a 12-byte data header and the 'synphasor' protocol as the
payload.
