In fact it can. The original file with both inner and outer fragment headers is
questionable for it use of the same identification field in all of them. The
Fragmentation Header section of RFC 2460 says: "The Identification must be
different than that of any other fragmented packet sent recently*" where
'recently' is debatable. 

Still, if these are made different, as suggested in the RFC, things work out
nicely, as shown by the modified capture file.
