In fact the code to do this is very, very old: it was put in with r4072 in
October of 2001. But, the checkin comment says it was for backwards
compatibility with even earlier versions (before Ethereal looked in Application
Data on Windows). I think it's probably safe to remove that backwards
compatibility now... Which I did in r48797. (I'm not going to back-port that
change as it was a fairly intrusive change.)
BTW I suppose the reason you didn't use to see this is that you had an
Application Data/Wireshark directory.
