I patched file.c on my Ubuntu VM and compiled after checking that the patch was
applied (as far as I could tell, at least). Test captures resulted in pcapng
file without NRBs, so maybe I did something wrong. I'm pretty new to compiling
Wireshark from source and my patch/diff/Linux compile skills are basic at
best... so I'm not exactly sure if I messed up or if the patch didn't work. 

My new Windows build VM fails when trying to compile Wireshark even without the
patch, so I can't test that one yet.
