Comment # 1 on bug 8527 from Sjoerd van Doorn

I still don't fully understand, but with some help I got around it by using
"Resource hacker" and export the "Icon Group/WIRESHARK_ICON2" to c:\Program
files\Wireshark\ws_exp.ico and set the registry entry : 

[HKEY_CLASSES_ROOT\wireshark-capture-file\DefaultIcon]
@="\"c:\\Program Files\\Wireshark\\ws_exp.ico\""
"original"="\"C:\\Program Files\\Wireshark\\Wireshark.exe\",1"
