As stated in
http://www.wireshark.org/lists/wireshark-users/201303/msg00076.html, the
problem occurs specifically when building with a third party plugin.
If you still have the issue after carefully following the README file found in
the p25 folder, I would recommend you to check with the Osmocom guys whether
their source code is still applicable with recent Wireshark releases.
Note that the patch they provide is wrong for Windows as the plugin is named
p25cai.dll and not p25.dll.
