Not all capture file are pcap files, but, assuming Bugzilla can do a quick look
at an attachment file to guess its media type, it could determine that a file
is a pcap file, at least. Other files (pcap-ng and files for other capture
programs) should not be marked as application/vnd.tcpdump.pcap.
