This is the pcap test file.
In order to see the encrypted packets you have to set the link key:

Set the Link Key:

Edit > Preferences > Protocols > ZigBee NWK
Pre-configured Keys: 
Key: 5a 69 67 42 65 65 41 6c 6c 69 61 6e 63 65 30 39
Label: Link Key

Wireshark Filter:
=================
The following filter is used in order to show the zcl-on-off packets:
filter: zbee_aps.cluster == 0x6
