Comment # 8 on bug 8287 from 
the dissector wants to use the information about requests and responses at any
time. So this memory has to stay allocated as long as Wireshark is working with
this capture. The memory is allocated on the initial dissection, but then used
whenever the packet is dissected to populate the proto item tree.
