As descripted in bug 8184, Wireshark does not notify users that it would not
load any build directory plugins when WIRESHARK_RUN_FROM_BUILD_DIRECTORY is set
while running as root. Such notification should be added to Wireshark and
TShark in order to avoid confusion.
According to WIRESHARK_RUN_FROM_BUILD_DIRECTORY=1, Wireshark or TShark should
not load any plugins at all in that case. The reason is: Wireshark should not
load the installed plugins because WIRESHARK_RUN_FROM_BUILD_DIRECTORY=1
instructs it to load build directory plugins. However, since it is running as
root and Wireshark running as root is not allowed to load any modules from any
directories except for its installation directory, it should not load any
plugins at all. That behaviour would be consistent.
