I tried to bring this topic up here:
http://www.wireshark.org/lists/wireshark-dev/201106/msg00146.html

I think it is very hard to keep the /debian folder working on every release of
every dpkg-based distribution. IMO removing the /debian directory and letting
it be maintained only by distributions would be a good idea.

I plan providing backports for Debian stable and possibly some Ubuntu versions.
I also plan maintaining a patch for trunk, but i would like to move to Git
first.

There has been a bug opened, but there was no consensus about removing the
directory:
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=3780

Without consensus I did not want to remove the directory.
