That menu item should open the following link:

http://www.wireshark.org/docs/wsug_html_chunked/index.html

For me, that page lists 1.9 (which is the current development version of
wireshark). If it's listing 1.6 for you, try refreshing your browser.

If the 'contents' button in the help menu is taking you somewhere other than
that page - where is it taking you?
