It was observed that the GSM IE "UTRAN FREQ LIST" was being dissected wrongly
because the length octet was being dissected twice (once generically and once
in the IE dissector).

This patch fixes that and adds expert info for cases where the length octet
does not match the apparent length of the CSN.1 IE.

Similar treatment has been applied to the Dynamic ARFCN Mapping IE and BA list
pref IE.
