I was able to type in a relative path, in both the PortableApps and
non-PortableApps version, but it was saved as an absolute path.
I followed the directions above exactly: Edit > Preferences > Name Resolution >
GeoIP database directories > Edit > New > Other. I selected "Desktop", selected
the paper+pencil icon and entered ".\GeoIP".
What was saved was "C:\Users\Owner\Desktop\GeoIP".
