Hmm, so what's the harm in just removing the MARKER_EOI check completely? If
the image is truncated, currently we get no dissection. If we remove the
check, we'd get partial dissection. It's not as if another dissector could do
anything with the data if the jpeg dissector rejects it since the data will
still be jpeg data either way.
