Hi,
According to my own experience with Windows, WinPCAP needs to be restarted
after installing a new network interface (like a 3G USB modem for example).
This can be done either by rebooting your PC or restartinf the NPF service.
Then if you relaunch Wireshark you should be able to see your 3G network card.
If not, you might be facing the issue below (if this card is a PPP adapter):
