I think the standard argument is that inevitably a dissector will fall into
multiple folder groups leading to more confusion. I like the idea too, but
realize the can of worms it will open. I'm sure its been discussed on the
wireshark-dev mailing list before.

Yes that part I'm interested in as well for the balance between "quick release"
that a plugin gives you (that dissector developers want) and the "permanence"
of the built-in (that the wireshark maintainers need)
