for the best short SDH spec I've found.
I'm not 100% sure about the reassembly done here, I may have done it completely
the wrong way but the problem is that the SDH reassembly isn't joining two
linear packets but rather short sections of packets, while stripping out the
headers (in column rather than row format). This will use approximately twice
the packet memory of the previous version (when doing reassembly).
