My typical use case for adding interfaces:
All unused interfaces on my Laptop are admin down. I want to do a capture,
start Wireshark - find out the interface in question is missing, then enable
the interface. Now it would be nice to have Wireshark detect the new interface
(almost) automagically.
So at least for me a "new" interface is not a rare occurrence.
