I think "Not easy to find" is at least one point in moving it. :-) I.e., if it
were a menu item under Capture, you could at least find it if you didn't have
that dialog open (especially useful if you're just sitting at the welcome
screen and don't have any dialogs open).

Well, there are several parts of "managing interfaces".
There's "refreshing the list of interfaces", which shouldn't require going to
Capture -> Options and then popping up an "Add Interfaces" dialog and clicking
"Refresh"; it should just involve clicking a "Refresh" button or selecting
Capture -> Refresh Interfaces, so you can do it from the welcome screen.
There's "capturing from something that's not in the interfaces list", which
just needs a way to specify a new interface and add it to the list in the
welcome screen and, if it's open, the Capture -> Options dialog (*INCLUDING*
the ability to add local interfaces, just in case some local interface can't be
opened for some reason *other* than "no permission to capture on anything", so
the user can try to open it and see what the error is).
And there's "hiding interfaces, providing your own friendly name, changing the
default capture settings for the interface, etc.", which is currently done from
the "Capture" pane for Preferences.
I'd vote for the first two of those operations being available from *all*
locations that show a set of interfaces - the welcome screen, the Capture ->
Options dialog, and the Capture -> Interfaces dialog. The third of those might
be OK left under the Capture pane for Preferences.
