Added a preference to epan/dissectors/packet-ber.c to toggle a warning found in
dissect_ber_integer64 that warns if there are too many leading zero (0) bits in
ber encoded integer.
Setting the preference to FALSE (the default) provides the same behavior as
found in the current (and previous) releases of wireshark.
