OK, the first of those links is to a Python implementation of the spec, it
appears, so not necessarily immediately useful.
The second of those links is broken, and should be

for GLib utility functions to fetch "a base directory in which to store
user-specific application configuration information such as user preferences
and settings." - on both UN*X (using XDG) *and* Windows. That function is
"Since 2.6", so it should be available in all versions of GLib that the trunk
supports.
