Go to Expression dialog. In "Field name", expands RSL - Radio Signalling link.
Select "rsl.msg_type - Message type". In "Relation" field, selects == sign.
Then chooses 1 value in "Predefined values" -> and Wireshark will be crashed.
Trace to previous versions which is not crashed. It seems miss BASE_DEC_HEX and
BASE_HEX_DEC in function value_list_sel_cb (in file gtk\dfilter_expr_dlg.c)
