Modifies handling of TBCD values so that filtering is possible using the
decoded TBCD string instead of the raw, hexadecimal value

Currently, 'packet-meta' displays TBCD values (IMSI, IMEI) as decoded string,
but for filtering, the hexadecimal value must be used.
This patch modifies the handling of TBCD values (IMSI and IMEI) so that it is
possible to provide a filter string that uses the decoded TBCD string for
filtering (since this is much more convenient to the end-user).
Additionally, the 'raw' TBCD value is provided separately.
