Identifier 9100 isn't assigned according to IANA
(http://www.iana.org/assignments/ethernet-numbers). The thing is no fixed QinQ
assignment has been created (which shows again poor design of VLAN tagging,
IMHO) so every manufacturer uses its own definition or leaves it to the user to
configure.
That's why the VLAN dissector has a preference setting that lets you set the
applicable QinQ identifier.
