There 2 bugs in de_rr_eutran_measurement_param_desc():
1) "E-UTRAN Reporting Quantity" consumes 2 bits, but it should only consume 1
bit in fact.
2) hf_gsm_a_rr_reporting_granularity(REPORTING_GRANULARITY) follows '3 bit
reporting' branch only.
