I'm not sure why a NULL value should be treated different. It seems like when
there is a NULL value it should show the EPOCH date. As is a packet with a zero
to show that everything is still unsync'd would display the same as a packet
that has a nonzero timestamp that actually corresponds to Jan 1 1970.
It is fairly minor, as I'm not expecting it to be 1970 or 1900 anytime soon,
but it did cause a little confusion as we were debugging a misbehaving ntp
server.
