Hi all,

ITU-T Y.1711 code was "embedded" into the MPLS dissector in 2006.  This 
patch moves it into its own dissector.  This patch also introduces the 
GAL label and packet_info support for implementing a set of protocols 
recently developed within the MPLS-TP context.  These "OAM" stuff (that 
will be added later) should follow the packet-mpls-y1711.c approach.

Fuzz-tested.  Please check it in.
