When decoding CAMEL packets, inital DP packets can not be decoded after
"calling party number". Wireshark shows warning as "BER Error: This field lies
beyond the end of the known sequence definition."  And the same decoding
problem is occured for "ApplyChargingArg" in invoke applyCharging packet.
