Heuristics my friend, that's the alternative.
No really, the UDP/TCP port number is an addressing schema, a multiplex, just
like the type field at ethernet, protocol number at IP, etc. The
oversubscription of the muliplex is happening at all the layers. The final
decision has then to be made based on the contents of the PDU, heuristics.
