Adds support for the OSMO extension header

Kerberos, without GeoIP, with PortAudio V19-devel (built Apr 7 2010), without
AirPcap.
Running on Linux 3.0.0, with locale en_US.UTF-8, with libpcap version 1.1.1,

The OpenBSC project is an open source implementation of a GSM Base Station
Controller. It is using the IP.a protocol for more than just transporting GSM
frames. These patches add support for decoding the osmo extension header and
the control protocol contained within. Other protocols within OSMO_EXT can
register as a subdissector. The control protocol is not decoded in a
subdissector since it is really simple for now (just displays the payload as
text).
The last patch adds support to automatically assume TCP connections on port
4249 and 4250 contain IP.a messages. These are the default ports for the
openbsc programs (osmo-bsc and osmo-bsc_nat) to listen to control connections.
