osmocom simtrace support for wireshark

Running on Linux 3.0.0-rc1-07891-gd232b8d, with locale es_ES.UTF-8, with
libpcap
version 1.1.1, with libz 1.2.3.4.
Built using gcc 4.4.5.

Osmocom SIMtrace is a software and hardware system for passively tracing SIM-ME
communication between the SIM card and the mobile phone (3GPP TS 11.11).

The following patch adds the dissectors for SIM/USIM protocol traces.
The patch has been fuzz-tested with the following pcap file:

The checkAPIs.pl has also been run, and the issues reported were resolved. The
checkhf.pl script seems to report some bogus errors.
