There seems to be a handful of dissectors that have in essense created their
own preferences file.  These should be converted to using UATs.  IKEv1 is the
first canditate.  It was appended to BUG 1123, but after a quick search it
appears there may be other dissectors with that architecture (as opposed to the
BUG 1123 architecture of them being already being in the preferences file as a
"string array")

Additional dissectors that fall in this category should be appended to the
list.
