Please check the snapshot attached, it is encoded in string form. Also, please
check the difference in nomenclature between string and octet string in the
3GPP2 RADIUS specifications. 

Moreover if it were BCD encoded (like in GSM MAP TBCD-STRING), it would not be
5 or 6 bytes, it would be 2-3 bytes as each nibble would represent a digit. The
very fact that MCC is 3 bytes and MNC is 2-3 bytes means it is in string form.
