Wireshark basically uses RADIUS dictionaries from freeradius.org.
See freeradius.org.
The latest dictionary.3gpp2 in the freeradius.org GIT repository has
ATTRIBUTE 3GPP2-Carrier-ID 142 octets

It appears that the freeradius.org dictionary was recently updated based upon
http://www.3gpp2.org/public_html/Specs/X.S0011-005-C_v3.0_061030.pdf
which is dated 11/2006.
However, it appears to me that there is a newer version of the spec:
http://www.3gpp2.org/public_html/Specs/X.S0011-005-E_v1.0_091116.pdf
which is dated 11/2009.
I'm no expert on Radius and Radius dictionaries.
I can make the change in the Wireshark Radius 3gpp2 dictionary but maybe it
would be better to first submit a bug report to bugs.freeradius.org and see if
they're OK with the change.
(You might also indicate that there appears to be a much newer spec than the
one that they appear to have used).
