DVB-CI date-time resource, patch against r37312

Dear all,
the attached patch (against r37312) implements the DVB-CI date-time resource
according to section 8.5.2 of the DVB-CI specification (EN50221).
I tried to make the use of nstime_t portable. For the time offset to UTC which
can be negative, I used gint16 instead.
Please have a look at the patch and merge it or give me feedback what needs to
be improved before merging.
I will also attach a simple pcap file with test messages for the dt resource
that cover all possible scenarios.
