The IEEE 802.21 standard defines extensible access media independent mechanisms
that enable the optimization of handover between heterogeneous networks. 
    Media Independent Handover (MIH) Protocol defines a message exchange
between various MIH modules and MIHF entities. 

   This patch is a dissector for the MIH protocol. Please let me know if there
are further changes to be made.
