patch to remove unneeded V9TEMPLATE_MAX_FIELDS checks

Gcrypt, with MIT Kerberos, without GeoIP, without PortAudio, without AirPcap.

Running on Linux 2.6.32-30-generic, with libpcap version 1.0.0, with libz
1.2.3.3.

Built using gcc 4.4.3.

V9TEMPLATE_MAX_FIELDS was presumably used at one time as the max size of an
array.  The storage for information elements is currently allocated
dynamically, but V9TEMPLATE_MAX_FIELDS is still tested and more than that
number of information elements is disallowed.
