Steps to reproduce:
1) Capture some packets.
2) Save the file as "F:\Temp\Проверка.pcap".
3) Close Wireshark.
4) Delete the file.
5) Reopen Wireshark and click on "F:\Temp\Проверка.pcap" in the "Open Recent"
list.
The message box Wireshark pops up will say:
<The file "F:\Temp\Проверка.pcap" doesn't exist.>
The gibberish is likely to vary depending on your locale settings. In my case,
it's the filename encoded in UTF-8 but interpreted as windows-1251 (my locale
encoding).
