Patch to address the issue.

Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

The protocol gained two new types data types for link up/down handling. The
patch is adding these, filling out the COL_INFO with something useful and stops
having malformed packets by not handing empty packets to the mtpl3 dissector.
