The TortoiseSVN program on Windows provides a command-line tool called
SubWCRev.exe in the bin directory of its installation folder that can be used
to substitute variables in an input file and output a file with the SVN
revision and path information like we do with the svn client on other
platforms.  It would be nice to update make-version.pl to make use of this
program.
