If a packet contains any SNA protocols that Wireshark knows about, or any
TN3270 or TN5250 protocol data, Wireshark will, for that packet, cause the
packet bytes pane to be displayed in (one particular version of) EBCDIC.

What protocols are you trying to get displayed as EBCDIC?
