GTPv2 Create Session Request (wrong IMSI)

Running on Windows XP Service Pack 3, build 2600, with WinPcap version 4.1.2
(packet.dll version 4.1.0.2001), based on libpcap version 1.0 branch 1_0_rel0b
(20091008), GnuTLS 2.8.5, Gcrypt 1.4.5, without AirPcap.

According to TS 29272, ch. 8.3., IMSI should be encoded in TBCD format in the
following way:
8 7 6 5 4 3 2 1(bits)
Number digit 2 Number digit 1
Number digit 4 Number digit 3
… …
Number digit m Number digit m-1
However, from the attached log it may be seen that the Wireshark believes that
the digits are located in the different way:
8 7 6 5 4 3 2 1(bits)
Number digit 1 Number digit 2
Number digit 3 Number digit 4
… …
Number digit m-1Number digit m
Provided IMSI is 123456789056789
Wireshak shows it as 214365870965879
