Now that Microsoft Visual Studio 2010 is out, the compiler download link from
the Win32 online developer guide
(http://www.wireshark.org/docs/wsdg_html_chunked/ChSetupWin32.html) redirects
you to 2010 instead of to 2008.
It looks like the link should be updated to bring you here now:
http://www.microsoft.com/express/Downloads/#Visual_Studio_2008_Express_Downloads
instead of here: http://www.microsoft.com/express/vc/.
Alternatively, we could use this link:
http://www.microsoft.com/downloads/details.aspx?FamilyId=F3FBB04E-92C2-4701-B4BA-92E26E408569&displaylang=en
(Originally I reported the correct link as
http://www.microsoft.com/express/Downloads/#2008-Visual-CPP, that doesn't quite
bring you to the right place.)
