VXI-11 protocol dissector

The attached patch implements a dissector for the VXI-11 protocol,
as published by the VXIbus consortium.  References to protocol specifications
can be found in the sources.

The dissector has passed fuzz testing (~270K iterations).

I'll also attach an example capture file (although that covers only
a small part of the protocol).
