patch to add gsmtap dissector

Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

This is a new dissector plugin for the GSMTAP header, as it is used in the
airprobe.org and bb.osmocom.org projects.

The UDP port number is IANA-registered.

I would like to request inclusion of this dissector in mainline wireshark.
