Problem : 

Wireshark is not able to decode correctly IE "LogicalChannelConfig" in
RRCConnectionSetup message.

Values given to LogicalChannelConfig:

logicalChannelConfig {
                       explicitValue {
                                 ul_SpecificParameters {
                                    priority = 1
                                    prioritisedBitRate = infinity
                                    bucketSizeDuration = ms150
                                    }

In wireshark the explicitValue showing Blank .

Please fine the attached wireshark log file also.
