Remove the static RSL mapping and replace it with a if

The current packet-gsm_ipa.c dissector has a static mapping from protocol field
in the protocol to a protocol like (SCCP, RSL, OML). It turns out that this
"protocol" field is the stream id and that stream id's 0-31 can be used for
RSL.
